A person page is distinct from a user page, in that a user page represents someone who uses this wiki, whereas a person page represents a person who is known outside of this wiki.
A person may have a person page only, or a user page only, or both at the same time, or neither.
A person page should have the Category:People added to it. It presents information about that person which is of general interest. In contrast, a user page about the same person will contain information about that person in the context of their role within this wiki.
